Mizzou Vehicle Regulations

Where official Mizzou vehicles belong and what drivers need to know. 

From service trucks to golf carts, all Mizzou-owned or operated vehicles have designated places to park and clear guidelines to follow. Read the Official Vehicle Parking Policy. Here’s what departments and drivers should keep in mind. 

Parking and storage accommodations may be assigned to official vehicles owned, operated or administered by the University of Missouri and its affiliated departments and units.

Departments are responsible for notifying Parking & Transportation of changes to official vehicle ownership, assignment or status. Official vehicles operating or parking on campus must be properly registered and permitted when required.

All official vehicles operating or parking on campus must display a valid permit when required and comply with all university parking and traffic regulations.

Parking & Transportation may adjust official vehicle parking areas to:

  • Maintain safety and security
  • Support operational needs
  • Ensure effective use of limited parking resources across campus 

Golf carts, Gators and other similar low-speed vehicles are subject to additional operational requirements.

This policy applies to all leased, owned or rented golf cart-type vehicles used by University of Missouri departments, including temporary event-use vehicles. Vehicles used exclusively on the Gustin Golf Course or University Farms are exempt unless operated outside those areas.

Requirements:

  • All vehicles must be registered with Parking & Transportation.
  • The exterior of vehicles must display clear departmental identification.
  • Operators must possess a valid driver’s license.
  • Vehicles may only operate on public roadways if they meet National Highway Traffic Safety Administration (NHTSA) standards for street-legal vehicles.

Privately owned golf carts and similar low-speed vehicles are not permitted unless authorized by the university.

Reserved Spaces

Parking spaces on campus may be designated for the exclusive use of a specific department, organization or individual. All reserved spaces are identified by an official Parking & Transportation sign.

Departments or individuals requesting a reserved space should submit a request by email to muparking@missouri.edu. Requests should include the following information:

  • Preferred location of the reserved space.
  • Requested wording or purpose to appear on the reserved space sign. All reserved signs must conform to the university’s standard sign template. No reserved parking signs may be created, installed, modified or removed without the express approval of Parking & Transportation.
  • The MoCode to be charged for the reservation.
  • The name and contact information of the departmental custodian who will serve as the primary liaison for billing, enforcement questions and complaints.

Reserved spaces are billed annually for the fiscal year (July 1 through June 30). Charges are pro-rated based on the date the sign is installed. The initial installation of the reserved parking sign is included in the reservation cost. Subsequent sign modifications or replacements may be subject to a service fee.

Before installation, Parking & Transportation will provide a proof of the sign and confirm the proposed location for departmental approval.

Approval of any reserved space location is at the sole discretion of Parking & Transportation. If the requested location is not suitable due to operational, safety, accessibility or parking management considerations, alternative locations will be provided.

Renewal

Before the beginning of each fiscal year (July 1), Parking & Transportation will contact the designated custodian to renew the reserved space for the upcoming fiscal year.

If a renewal has not been received, Parking & Transportation may place a notice on the reserved sign indicating that renewal is pending. Departments that have not received a renewal notice or believe one was missed may request a renewal by contacting muparking@missouri.edu.

Reserved spaces that are not renewed may have their signage removed and the space returned to general parking inventory.

Parking & Transportation reserves the right to deny renewal or require relocation of any reserved space when necessary to support campus operations, construction, accessibility requirements or parking management needs.

Official Vehicle Permits and Reserved Spaces

All University of Missouri-owned vehicles (generally those displaying license plates beginning with MZU or UHC) and government-owned vehicles that are regularly parked on campus are required to have an Official Vehicle Permit.

An Official Vehicle Permit authorizes the vehicle to park in designated campus parking areas based on availability. It does not reserve a specific parking space.

Departments requiring a dedicated parking location for an official vehicle must separately request a reserved space through the process described above.

Enforcement

Reserved parking spaces are generally enforced on a complaint-driven basis.

Individuals parking in a reserved space are not required to possess a university parking permit provided they have authorization from the designated custodian and are properly parked within the reserved space.

If an unauthorized vehicle is occupying a reserved space, the custodian or an authorized representative should notify Parking & Transportation by email at muparkingenforcement@umsystem.edu. Please include the location of the space and, if possible, the vehicle’s license plate number and description. A parking ambassador will be dispatched to investigate and take appropriate enforcement action. Complaints may only be issued by the custodian, or designated contact, of the space.

When practical, Parking & Transportation will work to provide a temporary parking accommodation for the displaced authorized parker.

Departments may request that an unauthorized vehicle be impounded; however, all enforcement actions, including citation and impound decisions, remain at the sole discretion of Parking & Transportation.

Departmental Parking Portal

If you are a university department hosting an event with five or fewer guests, please use the Departmental Parking Portal to register. Please be aware you will be billed for the number of invitations sent, regardless of the number of people who attend.

Before you can get started setting up a departmental parking portal, make sure you have the following details ready: 

  • Portal title (usually your department’s name) 
  • Primary contact(s) – the people who’ll be entering license plates
  • MoCode
  • PeopleSoft (PS) account number
  • Department ID 
  • Preferred lot or structure for your visitors 

Need help getting started? Here’s a step-by-step guide on how to log in, issue guest permits and manage your account.  

  • Visit the parking portal
  • Log in using the credentials provided by Parking & Transportation (Note: Account numbers and passwords are managed by the parking portal administrators in Parking & Transportation.)
  • Click on “View/Manage Account”
  • Choose “Department Authentication”
  • Select “Send New Permit Invites”
  • Enter a name for invitation batch
  • Enter up to five guest emails for the invitation
  • Select a permit type
    • Available guest/visitor parking location options will be shown in a later step based on lot/structure.
    • Current costs are listed within the parking portal.
  • Select a start date
    • Dates can be selected up to seven days in advance.
  • Choose an available location
    • The only options for guest/visitor parking will be what you see available.
  • Enter parking information
    • Add the required parking information in the “Additional Message” box.
  • Add attachments if needed.
  • Select a billing option.
  • Review the batch summary.
  • Guest receives email invitation.
  • Guest completes invitation registration.
  • View invitation status in the Departmental Parking Portal.
